I plan go to Pittsburgh and I intent to buy balcony or "2nd Tier" seats which are $35 and enter the lotto so I could POSSIBLY have front row seats and a promise to see the show.

I'm almost 100% positive that they have lotto on every stop of the tour. However, if you do win the lottery, sit in the seats for a minute and then go up to your original paid seats to see which ones are better. Sometimes the lotto seats are so limited viewing, that it's better to sit in your original seats. Sometimes they're a lot better, though.
