Its a "Land of Oz" story, not based on the movie. It's loosely based on the entire concept and stories of Oz to form a new story.
The witch from the novel "The Wonderful Wizard of OZ" was not green, but the movie transformed her into it.

Yet in the trailer i think that's Glinda that comes by that blue bubble. That wasn't in Baum's book.....
It looks like a made-for-tv movie on the SyFy channel, except with a higher budget.

Glinda in a bubble wasn't originally in The Wonderful Wizard of Oz, but bubbles were used as a mode of transportation in a later Oz book.
